Browser not updating css

Hello, I'm currently working on a website (written in HTML, CSS, Java Script, and Perl) for a convention, but every so often I'll run into an issue where the page isn't updating for the users even though I had made changes (Usually CSS and Image changes).

An example of this in today I updated the CSS and put a new image online.

Whenever I make a change, it is not applied to the web page.

Is there a way to tell the browser that the site has been updated?

When I created a website using VS 2010 with the standard css style sheet file.

But what to do, if the changes you did in content or design are not committed.

Actually, Word Press pages are not getting updated with the changes you did. I got many queries that users made many changes to Word Press theme, page, post or widget.
